That is probably a fair compromise.  At least the contractor would have some continuity with regard to the overall scope of a project and its completion.  Under this model the contractor would also have to commit to the handful who are running work by paying them more.

Contrary to what some say I do think having a skills list is a good idea.  At least the skills list provides some assurance that a contractor is getting someone who at least has the knowledge to do the specific job they need done.
