C. Future Mandated Anti-Corruption Compliance Expenses
The District Council will be required to spend $6 million to $8 million on anti¬corruption compliance measures related to newly negotiated and soon to be negotiated collective bargaining agreements with its major construction industry employer organizations. For example, on August 22, 2012, the District Council ratified a newly negotiated agreement with its largest multi-employer association, the Association of Wall-Ceiling and Carpentry Industries of New York. A copy of the pertinent pages of that agreement is attached as Exhibit F.

Walsh is full of shit
So essentially there has been a course of action taken by the Council which will require six million dollars of the members money where that six million dollars was never presented to the delegates?
So what happens if the delegates vote against spending that six million dollars? Are the contracts then null and void?
There is no mention of the fact that this six million dollars to pay for the new cops that Walsh wants to hire has not been agreed to, in fact there was nothing presented to the Delegates which suggested that the Council would have to pay millions of dollars for full mobility while the majority of members do not want it, if the contractors want it, let them hire the cops. Why are we paying for it?
In his interim report Walsh said “ Further, essential business of the District Council, such as review and approval of all District Council expenditures by the delegates, has been diligently performed. The District Council trustees have also fulfilled their important obligation to review expenditures and report to the delegate body.” would have to be declared bullshit if there is a six million dollar bill which was never agreed to by the delegates but which Walsh will approve since he wants full mobility (because it lets him hire more cops).
It would seem that this would have to fall under the part of the report where Walsh admits “Though meeting materials are distributed to delegates in advance via email, delegates are too often unprepared or inadequately informed to properly raise and debate issues of importance to the District Council. This facilitates executive control of the agenda for any meeting.” In other words the Executive Committee took full advantage of their practice of giving the delegates information immediately before they have to vote on it so that the delegates will not have a chance to look at that information and the delegates will be unprepared and inadequately informed to properly raise and debate issues of importance to the District Council. So no one had a chance to consider where the funding for this was going to come from or anything else.
In other words, Walsh is full of shit and is doing sweet fuck all to justify his ninety-three thousand a month.

Sit down Shut the fuck up and do what your told.  An observation.

 The events of the evening wherein the W&C was approved, was witnessed by the RO. He had every due responsiibility as per the democratic function portion of the decree to grab the mic away from Billelo and say NO not this way,- but he refused.

Every single Forde remnant was kept on w the approval pf the government. What chance did democracy have under these condidtons.
